Photos include Ken Flecknoe ...The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. ... organisation structure... of the Legacy club and its expenditure. history organisation structure ...These two letters discuss the secretarial requirements of Legacy in the 1930s. One is a letter to Legatee Os Gawler outlining the costs incurred by the Board of Management General Fund for the past 3 and half years that related to the secretarial fees of Miss Wheeler and stationery and phone expenses. It was written in response to a request by the President. The second letter shows there was a resolution a couple of weeks later that the Board moved to appoint a sub committee. The sub committee consisted of Legatees Gillespie, Russell, Cremor, Parkes, Birrell, Kemsley, Meldrum and Gawler. The sub-committee decided that the co-ordination of the club was best served by a paid male Assistant Secretary and Employment Officer who would be responsible for all the administrative and employment work, assisted by a typist. Also that when that was enacted the services of Miss Wheeler and Mrs Andrews were no longer required. These documents show that the club had recognised the need for paid assistance in their administration. The notation H9 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. A notation on the back says: 'Appointment of first paid Secretary of Melbourne Legacy'.Very early documents that document the activities of the Legacy club and its expenditure. This is a record of Legatees involved in the first 20 years of Legacy. Some very notable names that were key in establishing Legacy, including Sir Stan Savige. It was in a folder of documents about the history of Legacy which appears to have been mostly compiled by Legatee Cyril Smith as he has many hand written notes on miscellaneous pieces of paper (some are envelopes addressed to him). The notes were typed up into a summary of the History of Legacy. Also documents relating to the first time Legacy approached the public for donations in September 1956, including newspaper articles that were reprinted, a schedule of information that was approved to be released to the press, and a list of potential donors that was circulated to Legatees in the hope they could contact the ones they knew personally or professionally. The documents from this folder have been added in seperate records (see 01262 to 01281). The folder was part of an attempt to capture history of Legacy, generally from the 1940-50s.The documents provide an insight into the working of Legacy, especially in the 1940-50s. Legatee Cyril Smith and others were detailing their experiences and knowledge for the future. This is a record of Legatees involved in the first 20 years of Legacy. It notes that the number of children being cared for was diminishing rapidly and immediate action should be taken with regard to the recruitment of Legatees and the adjustment of Branch boundaries. In 1978 the number of Junior Legatees had dropped to 3103 and by 1988 this figure was expected to be 280. However the 16,654 Legacy widows in 1978 was expected to increase to 24,700 in 1993. The work was split between 15 Branches, but the adjustment of Branch boundaries was not investigated in detail. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. Queen's Colour - 16th Battalion (The Cameron Highlanders of Western Australia)
... to organisational structure of the Citizen Forces during the 1920's and 1930... raised at different stages during changes to organisational ...With the re-activation of the Citizen Military Forces (CMF) following the Second World War, the 16th/28th Infantry Battalion (The Cameron Highlanders of Western Australia) was raised in 1948 to carry on the identity and traditions of the pre-war 16th and 28th Battalions respectively. The King's and Regimental Colours formerly held by these two battalions were passed on to the new battalion who paraded them in rotation on ceremonial occasions It was decided in 1950 that a new set of Colours would be presented to 16th Battalion. For reasons that still remain unclear, these were manufactured under local arrangement by "cannibalising" the original 1933 set of colours and transferring the devices and battle honours (in the case of the Regimental Colour) to the new Colours. (Reported by Western Command to the Adjutant General -reference file A 107/1/11 dated 30 April 1952). These new colours were presented by Major-General JS Whitelaw, CB, CBE at a parade of the 16th/28th Infantry Battalion held on the Esplanade, Perth, 26 August 1951. (For details of Colours previously presented to 16th Battalion see separate section below). 16th/28th Infantry Battalion became unlinked in March 1952 with both 16th and 28th becoming independent battalions within their own right. With the accession of HM Queen Elizabeth II to the throne in 1953, all Colours that had originally been presented as King's Colours, and were still carried by units on the current Order of Battle, were automatically deemed to be Queen's Colours. Under major reorganisation of the CMF in 1960, all individual infantry battalions that existed at the time within each State were amalgamated to form State regiments, taking effect from 1 July 1960. Thus from that date the 11/44th, 16th and 28th Infantry Battalions were amalgamated to form The Royal Western Australia Regiment. In September 1960, at a ceremonial parade held at Northam Camp, the Colours carried by all former battalions were handed over for safe keeping by the new regiment. Battle Honours for the Second World War were promulgated under Australian Army Order 135/1961 and the 10 selected honours approved for emblazoning on the Queen's Colour were subsequently added in 1962 These former colours were subsequently laid up in the undercroft at the State War Memorial, King's Park on 29 November 1964. These were transferred to the Army Museum of WA in 1988 as part of the Bicentenary Colours Project Previous Colours presented to 16th Battalion The designation "16th" was allocated to several different infantry battalions that had been raised at different stages during changes to organisational structure of the Citizen Forces during the 1920's and 1930's. The original King's Colour awarded for service of 16th Battalion (AIF) and received in 1920 by the Citizen Force unit 2nd Battalion, 16th Infantry Regiment was later passed on to 16th Battalion (The Goldfields Regiment) which had been raised in the Kalgoorlie area in 1921. This unit became inactive and this Colour was later laid up in the Kalgoorlie Council Chambers. In order to maintain the identity of 16th Battalion as a Citizen Force unit, in 1930 11th Battalion (The Perth Regiment) was reformed as a linked battalion under the designation 11th/16th Battalion. As the 11th Battalion had already received its set of colours in the 1920's, it was decided that a set of King's and Regimental Colours be presented for 16th Battalion. These were presented by HE the Lieutenant-Governor Sir James Mitchell, KCMG at a parade of 11th/16th Battalion held at Perth Oval on 15 October 1933. The colours were consecrated by the Chaplain General, Archbishop COL Riley, OBE, VD, DD. In 1936 16th Battalion was re-established as a separate battalion within its own right, being formed as 16th Battalion (The Cameron Highlanders of Western Australia). The colours presented in 1933 were passed on to this new battalion and were also initially carried by the post-World War Two unit 16th/28th Infantry Battalion (The Cameron Highlanders of Western Australia) as already mentioned. Union flag with gold fringe. In the centre the Arabic numeral "16" on a red background within a circle inscribed "SIXTEENTH BATTALION", surmounted by the Crown. Geological specimen - Amazonite, unknown
Amazonite is classed as a Tectosilicate and is part of the Feldspar group of minerals. Amazonite forms in a triclinic crystal structure and its chemical formula is K(AlSi3O8). In appearance, Amazonite can range from shades of green to green blue to blue, and often with white streaks or veining. The greenish colour is believed to come from the small amount of lead contained in its composition. Amazonite is named after the Amazon River due to its colour and similarities to another rock found along the riverbanks, although Amazonite is not actually found at or near the Amazon. Although less commonly used in jewellery today, Amazonite has been mined and used by humans for thousands of years and Amazonite jewellery from at least 2000BCE have been discovered in North Africa. Amazonite is found in many locations around the world including Brazil, Peru, Ethiopia, Canada, Russia, Mozambique, Myanmar, Pakistan, China, Madagascar, and the United States of America. This specimen most probably comes from the U.S.A., Amazonite is found in several US states particularly in Colorado, Virginia, Pennsylvania. This specimen is of both scientific and historic significance as a striking blue green example of Amazonite mined prior to 1868 in the United States of America, most likely from Colorado, Virginia, or Pennsylvania. These three states are all locations of significant Amazonite deposits. This specimen is part of a larger collection of geological and mineral specimens collected from around Australia (and some parts of the world) and donated to the Burke Museum between 1868-1880. A large percentage of these specimens were collected in Victoria as part of the Geological Survey of Victoria that begun in 1852 (in response to the Gold Rush) to study and map the geology of Victoria. Collecting geological specimens was an important part of mapping and understanding the scientific makeup of the earth. The Bills Cement Trough consists of two parts a large horse trough and a smaller dog,trough which was donated by Annis and George Bills. It is not known whether this trough was donated and installed prior to or after the death of George Bills in 1927. The installation was under taken by The Metropolitan Drinking and Cattle Trough Association which had been set up in England by an English Organisations in 1859 to provide water facilities for both drivers and animals. The Bills drinking trough, corner of Walker and Rennie Streets, Lara, is significant as it forms part of the Annis and George Bills Estate., which was established to provide watering facilities for horses after George's death in 1927. The concrete structure is also a legacy of the days of horse drawn vehicles before cars were introduced.The Billa concrete trough is associated with Annis and George from 1927 who establish a fund in the early 20th century to provide adequate watering facilities for horses and dogs. It is just one of over more than one troughs throughout Australia and the United States. -

"The report highlights significant deficiencies in achieving the major objectives for the ARes that were set out in the Defence White Paper. It also identifies inadequacies in the organisation of the ARes, shortfalls in the level of resources required to maintain its effectiveness. It indicates a need for a major review of the structure and disposition of ARes units and asset holding. The ANAO has developed estimates of the cost of the ARes and these estimates indicate that the cost of training and supporting an ARes member for each day of service are substantially higher than for a ARA soldier. The report points to difficulties in recruitment and retention and the need to examine the role of women in the ARes. "Braemar" at 18 Suffolk Road, Surrey Hills - built c1894, demolished in1977 – and home of James Sneddon Snr. and family from 1890 until c1950. We believe it is James is at the gate and his family on the veranda. James was born in Alloa, Clackmannanshire Scotland in 1833, as was his wife Jane. He died in March 1901 and she in March 1911. They are buried in Boroondara Cemetery (Pres B0522) with their daughter Jane (1864-1928). James Sneddon (Snr) was an important man in early Surrey Hills. He established real estate and ironmongery businesses in Union Road – first on the corner of Stirling Crescent and later over the road on the corner of Windsor Crescent. He was chairman of Surrey Hills’ MUIOOF (Manchester Unity Independent Order of Oddfellows). James Sneddon Jnr. followed his father in the family real estate business and was an even busier community man. He was a JP and had roles in the Surrey Hills ANA, the Progress Association and the Choral Society. He lived 2 doors from his father. The real estate business continued on the corner of Windsor Crescent and Union Road (north side) until the business was sold to the Doubleday (family) after WW2.The Sneddon family were early settlers and business owners in Surrey Hills and remained over 3 generations. Different family members held many roles in community organisations. The original postcards in this series (2013.002 to 2013.018) were generously loaned to Williamstown Botanic Gardens by a private collector for copying. The cast iron gates (manufactured in Glasgow) introduced at the North West entrance in 1907. The gates were purchased from ‘Fairlie” corner of Acland and Anderson Streets, South Yarra at the cost of 72 pounds and cost 60 pounds to install. They had originally cost the owners of ‘Fairlie’ 1200 pounds. The postcards are evidence of the interest the gardens held as a subject for postcard publishers. The text and images provide a snapshot into fashions, social interests and concerns of the time. The professionally produced images provide a pictorial history of Gardens including changing planting styles, various structures and features of the Gardens eg the aviary, cannons, the fountain, the second Curator’s Lodge and gates. The images offer an opportunity to compare garden vistas with the present day. The image in this postcard shows the gates intact and as installed in 1907. The current layout of this area still reflects the change of design, which followed the 1907 removal of the first gardener's residence and the subsequent re-organisation of this quarter of the gardens. This postcard is evidence of the placement of one of the cannons relocated from Fort Gellibrand in 1906. They were removed from the Gardens in the 1960s. These same cannons remain a feature on the Williamstown waterfront in 2013. Postcard in colour of main entrance gates, one of the cannons can be seen through the pedestrian gate on the right. The gates are cast iron, double carriage gates with single pedestrian gates on either side and supported by four cast iron posts with ornamental finials. Front: ‘Gates, Williamstown Gardens’. Schulz was a long-established company from Prague and printed postcards for customers from worldwide. Schulz printed in photo-chromolithography. The Curator’s lodge, designed by the Town Surveyor, HV Champion, was constructed in 1907 following the re-organisation of the north-east corner with the demolition of the old curator's cottage and erection of new gates. The postcards are evidence of the interest the gardens held as a subject for postcard publishers. The text and images provide a snapshot into fashions, social interests and concerns of the time. The professionally produced images provide a pictorial history of Gardens including changing planting styles, various structures and features of the Gardens eg the aviary, cannons, the fountain, the second Curator’s Lodge and gates. The images offer an opportunity to compare garden vistas with the present day. The card also demonstrates how postcards were used as a method of contact in contrast to the contemporary use as souvenirs. A colour image of a house (the Curators lodge) behind a fence with two children sitting on it. There are two large Cordylines, one in the forefront of the image standing in lawn and surrounded by pink flowers, and one closer to the house. Upon confirmation that a new bridge was to be built, there was some discussion about the possibility of retaining the old bridge for pedestrian purposes, or part of the old bridge as a fishing platform. These letters are part of the correspondence re an organisation taking responsibility for the ongoing maintenance so the old bridge could be retained.The old bridge was constructed of locally sourced timber and was such an important structure to the town when built. 1. The moral lexicon of the Warlpiri people of central Australia LR Hiatt This paper discusses words that match ?Good? and ?Bad?; examples of ?Good? and ?Bad? behaviour; morality and law; and egalitarianism and dominance. It also presents a comparison with Gidjingarli (Burarra). 2. Mobs and bosses: Structures of Aboriginal sociality Patrick Mullins (Mount Druitt, NSW) A commonality of Aboriginal social organisation exists across the continent in communities as different as those from the Western Desert across to Cape York, from the towns of New South Wales and Western Australia to cities like Adelaide. This is found in the colloquial expressions ?mob? and ?boss?, which are used in widely differing contexts. Mobbing is the activity where relatedness, in the sense of social alliances, is established and affirmed by virtue of a common affiliation with place, common experience and common descent, as well as by the exchange of cash and commodities. Bossing is the activity of commanding respect by virtue of one?s capacity to bestow items of value such as ritual knowledge, nurturance, care, cash and commodities. Mobbing and bossing are best understood as structures in Giddens? sense of sets of rules and resources involved in the production of social systems, in this case social alliances. Mobbing and bossing imply a concept of a person as a being in a relationship. Attention needs to be given to the way these structures interact with institutions in the wider Australian society. 3. Recognising victims without blaming them: A moral contest? About Peter Sutton?s ?The Politics of Suffering: Indigenous Policy in Australia since the 1970s? and Gillian Cowlishaw?s replies Ma�a Ponsonnet (Universit� Paris- 8-Saint-Denis) Peter Sutton?s texts on Aboriginal violence, health and their politicisation are replied to using his methodology, and acknowledging his convincing points. Sutton rightly denounces a lack of lucidity and scientific objectivity in anthropological debates. These inadequacies impede identification of what Aboriginal groups can do to improve their situations for fear that this identification would lead to blame the victims. At the other end of the ethical spectrum, those who advocate a broader use of what I will call a ?resistance interpretation? of violence fail to recognise victims as such, on the implicit grounds that seeing victims as victims would deprive them of any agency, on the one hand, and entail blame, on the other hand. I aim to define a middle road between those views: the idea that victims should be acknowledged as such without being denied their agency and without being blamed for their own condition. This middle road allows identification of the colonisers? responsibilities in the contemporary situation of Indigenous communities in Australia, and to determine who can do what. Secondly, I show that Sutton?s texts convey, through subtle but recurrent remarks, an ideology of blame rather than a mere will to identify practical solutions. As a consequence, some of his proposals do not stand on a solid and objective causal analysis. 4. 'You would have loved her for her lore?: The letters of Daisy Bates Bob Reece (Murdoch University) Daisy Bates was once an iconic figure in Australia but her popular and academic reputation became tarnished by her retrograde views. Her credibility was also put in doubt through the exposure of her fictionalised Irish background. In more recent times, however, her ethnographic data on the Aborigines of Western Australia has been an invaluable source for Native Title claims, while her views on Aboriginal extinction, cannibalism and ?castes? are being seen as typical of her time. This article briefly reviews what has been the orthodox academic opinion of her scientific achievement before summarising what is reliably known of her early history and indicating what kind of person is revealed in the 3000 or more letters that she left behind. 5. What potential might Narrative Therapy have to assist Indigenous Australians reduce substance misuse? Violet Bacon (Curtin University of Technology) Substance misuse is associated with adverse consequences for many Australians including Aboriginal and Torres Strait Islander peoples. Extensive research has been conducted into various intervention, treatment and prevention programs to ascertain their potential in reducing substance misuse within Aboriginal and non-Aboriginal communities. I explore the potential of Narrative Therapy as a counselling intervention for assisting Indigenous Australians reduce the harm associated with substance misuse. 6. Bone points from the Adelaide River, Northern Territory Sally Brockwell (University of Canberra) and Kim Akerman (Moonah) Large earth mounds located next to the vast floodplains of the lower Adelaide River, one of the major tropical rivers draining the flat coastal plains of northern Australia, contain cultural material, including bone points. The floodplains of the north underwent dynamic environmental change from extensive mangrove swamps in the mid-Holocene, through a transition phase of variable estuarine and freshwater mosaic environments, to the freshwater environment that exists today. This geomorphological framework provides a background for the interpretation of the archaeology, which spans some 4000 years. 7. A different look: Comparative rock-art recording from the Torres Strait using computer enhancement techniques Liam M Brady (Monash University) In 1888 and 1898, Cambridge University?s Alfred C Haddon made the first recording of rock-art from the Torres Strait islands using photography and sketches. Systematic recording of these same paintings and sites was carried out from 2000 to 2004 by archaeologists and Indigenous Torres Strait Islander and Aboriginal communities as part of community-based rock-art recording projects. Computer enhancement techniques were used to identify differences between both sets of recordings, to reveal design elements that Haddon missed in his recordings, and to recover images recorded by Haddon that are today no longer visible to the naked eye. Using this data, preliminary observations into the antiquity of Torres Strait rock-art are noted along with recommendations for future Torres Strait region rock-art research and baseline monitoring projects. 8. Sources of bias in the Murray Black Collection: Implications for palaeopathological analysis Sarah Robertson (National Museum of Australia) The Murray Black collection of Aboriginal skeletal remains has been a mainstay of bio-anthropological research in Australia, but relatively little thought has been given to how and why this collection may differ from archaeologically obtained collections. The context in which remains were located and recovered has created bias within the sample, which was further skewed within the component of the collection sent to the Australian Institute of Anatomy, resulting in limitations for the research potential of the collection.
